"Against All Enemies" is the 9/11 thriller that just doesn’t want to get made. Ranking fairly highly on the Black List in 2005, the movie has been pretty much been stuck in development hell ever since. Paul Haggis was going to make it as his follow-up to "Crash," and had Sean Penn and Vince Vaughn slated to star, but the project fell apart. And ever since, Robert Redford has been attached to direct with nothing really happening, and now, the movie faces another setback.

THR reports that Redford has exited the movie that he has been shepherding since 2007. Based on the memoir by Richard A. Clarke, with a script by James Vanderbilt ("Zodiac," "The Amazing Spider-Man"), the story is about the Bush administration’s focus on Iraq over Al Qaeda threats both before and after the 9/11 attacks. It turns out that plain ol’ scheduling forced Redford off the movie that was apparently going to shoot this fall, though we suspect his own patience with trying to get it made had perhaps reached an end.
No word if ‘Enemies’ will still shoot with another director this fall, or continue the long process of trying to get on the big screen, but it certainly sounds like compelling material.
